For photo editing use the Creative Kit in Picasaweb.google.com. Select first a uploaded photo and click then on Actions
There are other tools for Online-Photo-Editing. Very similar to Photoshop is pixlr.com (you can work with layers and in arabic language).
On the website imgops.com you find many tools for different image operations (editing, search hidden data, etc.)
